Organizations must have an Impact & Measurement score and/or an Accountability & Finance score to be eligible for a Zero to Four-Star rating with Charity Navigator. A three-star rating indicates that a nonprofit is effective and transparent in the areas being assessed, based on Charity Navigator's criteria.
